The Center for Excellence in Education of Northern Arizona University and the Whiteriver Unified School District have established a partnership that proposes (1) To train ninety (90) K-12 teachers in English-as-a-Second Language (ESL) Instruction and/or Bilingual Education, and (2) to improve K-12 pedagogy that will serve the academic, linguistic and cultural needs of the White Mountain Apache LEP students. At the end of this proposed three year project, most if not all teachers of an entire school district consisting of three elementary schools, one middle school and one high school, will be qualified to teach ESL and/or Bilingual Education. The need is so immediate that this project is specifically designed to not only train teachers but also to assure that they will apply ESL in training. This twofold "theory into practice" design is accomplished through our "praxis" on-site seminars led by the project directors. As a result, the entire school district will undergo a transformation that will meet the needs of 2,739 LEP White Mountain Apache students by providing them with (1) effective instructional ESL and Bilingual Education practices, (2) an academic content aligned with the state and national standards, (3) a continuity of content and practice across the grades K-12, (4) language and culture across the curriculum and across the grades K-12, and (5) a coherent parental involvement program in and out of the classroom. Our overall goal is to provide teachers with the necessary ESL and bilingual instructional skills so that they may in turn create a more effective and culturally responsive pedagogy for the White Mountain Apache LEP students and for their community.
