Laws & regulations applicable to "Stationary Sources" of air pollution

Over the 35-year history of federal air quality laws in the U.S. we have seen many, many provisions applicable to power plants, chemical plants, oil refineries and industrial facilities generally. Such facilities fall within a broad category of contributors to air pollution that we refer to as "stationary sources". What do we mean by the term stationary source?
