Compatibility

The 2003 site redesign was spurred by many different motives. One of them was keeping the site as browser-agnostic as possible. This means limiting the use of JavaScript to added functionality, not basic functionality: jump menus wrap actual CGI form processor buttons in noscript tags so that they appear to text-only browsers.
